CESD develops Public Expenditure Tracking Model
CESD prepares public expenditure tracking model to track budge t expenditures. G.Togrul, CESD Manager, said that the state budget guideline is the main instrument for implementation of government policy decisions on public expenditure programs. Meanwhile, Public Expenditure Review (PER) is the main annual instrument for monitoring pro – poor expenditures. There is a growing demand for data/information and models for effective and accuracy monitoring and evaluation and tracking of the pro – poor funds identified for the village communities. CESD, feels that can play a role as an input to PER by implementing a pilot project to be followed by comprehensive project in tracking government pro – poor expenditure within priority sectors such as health. The geographical focus for the pilot project encompasses 4 main regions of Azerbaijan. The specific goals of our activities in this direction are to empower communities’ participation in public expenditures tracking, increase awareness on public expenditure, and enhance transparency in the process of using of health fund in communities. Poverty reduction requires good governance at both state and local level, which particularly entails increasing transparency and efficiency in formalization and usage of public funds, providing public participation in decision making process in usage of budget revenues, spending budget expenditures for directly covering public demands in Azerbaijan. We are targeting to enhance transparency of budget expenditure in health sector and promote participation by community, civil society, in particular mass media and NGO, in assessing transparency of budget expenditure. Thus it will institutionalize community participation in performance stage of budgeting process, which will further contribute to promoting principles of good governance and social dialogue between key policy network and citizens.
