CESD held next workshop in TerterCenter for Economic and Social Development (CESD) held next workshop in Terter with participation of municipality, community, local government, NGOs and Mass-Media representatives. In his opening speech, Dr. Vugar Bayramov, the chairman of Center for Economic and Social Development (CESD), said that the project is implemented within the framework of the “Promoting and Advocating of Community Participation in Public Expenditure Tracking” Project funding of USA Embassy in Baku: “The first workshop was organized in Salyan and the main purpose of the project is to to explain to end beneficiaries how government appropriates and distributes funds to provide health care services to residents in rural areas and to provide local citizens with the necessary information and tools to hold local officials accountable for health care spending practices. Dr. Azer Mehtiyev, the chairman of Center for Public Initiatives, had presentation on waysfor health expenditure tracking. He used different cases to explain how community can track public expenditures.

Read CESD produced new strategy paper on State Oil Fund’s Strategy The economic life of Azerbaijan is closely tied to the oil. The study claims that possessing oil can spoil if the resources are spent to satisfy the short-term interests, but it may also become an advantage, if managed wisely, through proper defining and keeping in mind the long-term interests of the entire society owning the resources.

12 Workshops are scheduled to be taken place in different regions in Azerbaijan in the first half of 2008. Workshops will be addressed on public expenditure tracking, budget transparency, WTO Accession and Poverty Reduction. CESD also holds 2 National Conference in Baku, the capital city, in April, 2008.
