Black Sea Young Reformers Fellowship 2012
Center for Applied Policy Research (C.A.P) at the University of Munich (Germany), International Relations Council of Turkey (IRCT) and Kadir Has University (Turkey), Robert Bosch Stiftung and the Black Sea Trust of the German Marshall Fund of the United States, we request for your recommendation of three potential Black Sea Fellows whom we can invite to take part in The Black Sea Young Reformers (BSYR) project.

International professional development program
Carl Friedrich Goerdeler-Kolleg for Good Governance of the Robert Bosch Stiftung – a three-week international professional development program for young executives from the public sector (public administration, public companies, non-profit organizations, etc.) from Armenia, Azerbaijan, Belarus, Georgia, Moldova, Russia, Turkey and Ukraine announced.
20 young professionals are invited to participate in seminars on “Good Governance” in Berlin and Warsaw from September 8 – 29, 2012. In a follow-up project they will contribute to future cooperation in Europe. The participants get to know examples of implementing politics and good governance in Germany and the EU. They are thus able to gain exclusive insights into political life and establish contacts.
The Kolleg is a program of the Robert Bosch Stiftung and conducted as a joint project with the German Council on Foreign Relations (DGAP). Guenter Verheugen, former vice-president of the European Commission, accompanies the participants as director of the Kolleg. Call for Proposals under the Neighbourhood Civil Society Facility for actions in the Public Finance Policy and Management (PFPM)
The European Commission has published a €500,000 Call for Proposals under the Neighbourhood Civil Society Facility for actions in the Public Finance Policy and Management (PFPM) sector in Azerbaijan.
According to the guidelines for applicants, the global objective of this Call for Proposals is to strengthen and promote civil society organizations’ role in reforms and democratic changes taking place in Azerbaijan, through increased participation in the fulfillment of Neighbourhood Policy objectives.
The priority of this Call for Proposals is the Public Finance Policy and Management (PFPM) sector. The selection of this priority aims to ensure the complementarity of the programme with the Public Finance Policy Reforms Support programme, currently under preparation with the Government of Azerbaijan, as part of the bilateral assistance envelope.
The overall indicative amount made available under this Call for Proposals is €500,000. Grants requested under the call should fall between a minimum of €50,000 and a maximum of €250,000.
The planned duration of an action may not be lower than 18 months nor exceed 36 months. More details on the sectors or themes, and the types of action eligible are available in the guidelines to the call. The deadline for the submission of applications is 9 March 2012. An information session on this Call for Proposals will be held in Baku on 15 January.

Opening the Doors of Policy-Making: Central Asia and South Caucasus
PASOS – Policy Association for an Open Society (for details see http://pasos.org) is managing the project Opening the Doors of Policy-Making: Central Asia and South Caucasus. The project is made possible with the financial support of the United Nations Democracy Fund (UNDEF).PASOS is at the moment announcing an additional tender the aim of which is to select one citizen activist – a Project Fellow – from Azerbaijan, who will be provided an opportunity to develop skill in policy recommending, policy papers writing and/or policy advocacy planning. The Black Sea Link Fellowship Program
The Black Sea Link Fellowship Program, sponsored by the VolkswagenStiftung (Hannover, Germany), targets talented young researchers from Moldova, Ukraine, Georgia, Armenia and Azerbaijan, as well as from other regions around the Black Sea. The grants allow fellows to work on projects of their choice while in residence in Bucharest, Romania. NEC welcomes a wide variety of disciplines in the fields of the humanities and social sciences.
Conditions: Applicants must be doctoral students, or hold a Ph.D. title. Preference will be given to candidates below the age of 40.
Duration of the Fellowship: one term (5 months), from October 1, 2012 to February 28, 2013, or from March 1 to July 31, 2013; or a full academic year (10 months) from October 1, 2012 to July 31, 2013.
Location: New Europe College-Institute for Advanced Study in Bucharest.
The Fellowship consists of: a monthly stipend of 650 € (tax free), accommodation, international transportation to and from the home country of the Fellows at the beginning and the end of the Fellowship. Fellows are offered a one-month research trip abroad to an institution of their choice (2,600 € for transportation, accommodation, and per diem). In addition, fellows can order literature for up to 500 €, to be used for their research during the Fellowship, and included, at its end, in the library of their home institution.
Working languages: English, French, and German. A good command of English is desirable.
The deadline for sending the completed application is January 15, 2012.
The evaluation procedure includes several stages, among which an interview with the international Academic Board of the NEC, scheduled for March 29-31, 2012. Applicants selected for the interview will be notified by the beginning of March 2012.

Think Tank Internships for MA and PhD Graduates – Call for Expression of Interest of Think Tanks / submission deadline: August 31, 2011
The Think Tank Fund (TTF) in collaboration with the Network Scholarship Programs (NSP) of the Open Society Foundations announces the Call for Expression of Interest of Think Tanks to take part in the Think Tank Internships for MA and PhD Graduates.
Human capital is the biggest asset of each and every think tank. In securing reliable and high-quality researchers, think tanks compete with much more powerful competitors, i.e. governments, state agencies, private companies, banks and consulting companies. The region’s think tanks therefore have to devise special motivation strategies to retain existing staff and attract new talented individuals to opt for this career. As a small part of civil society, despite being present in the public life, think tanks are often not the first choice to fresh graduates who are interested in embarking on research/policy careers.
The Think Tank Fund has supported the efforts of think tanks by providing paid internships for returnees – fresh graduates from Western Universities – and fellowships for junior researchers employed in one of the region’s think tanks to visit and spend up to three months in another of the regional or Western European think tanks in the past several years. With this new initiative, we aim to support up to ten ‘returnees’ per year to assume posts in think tanks interested in such a possibility. With these activities, we hope to help young, talented people enter the region’s think tanks, provide additional capacity building of talented returnees to get engaged in policy-relevant research, analysis and advocacy under the guidance of the experienced staff of the think tanks, and also assist the think tanks in recruiting new talent into their ranks.
The Think Tank Internships are intended to attract recent graduates of MA and PhD programs in the social sciences and humanities to the think tanks in the selected countries from Central and Eastern Europe, South Eastern Europe and former Soviet Union, giving them the opportunity to gain first-hand policy research and advocacy experience within a renowned think tank in the region. The program is designed to be beneficial both to the interns and their host organizations. The internship allows participating think tanks to recruit young researchers from the region who recently graduated from a Western university or the Central European University in Hungary. Internships are envisioned to last up to 6 months, depending on the research topic and its scope, and will take place starting from November 2011.
