What is the impact of EU Trade policies on each of the four sea basins? (If it is a factor that contributes to or hamper regional integration) Which are the roles of external actors (USA, BRIC countries ...) and multilateral frameworks (WTO, WB, G-20) in theglobal governance of trade for goods and services in each of the regions?  Who are the “rule-setters” on financial markets of each of the regions?  How do regional rules converge towards the EU norms? What is the role of such international organizations as EIB, EBRD, IMF and the WB? Are there best practices, which are transferable from one sea basin to other? (If so, propose some) How to adapt EU trade policy towards each region to help regional integration?
