CESD Held National Conference on Social Insurance

Center for Economic and Social Development (CESD) held National Conference on Social Insurance with participation of representatives of government institutes, parliament international organizations, NGOs, academies and mass-media on February, 29, 2009. The conference was supported by State NGO Support Council under President’s Office.

Vugar Bayramov, the chairman of CESD, had opening speech on the conference and said that the center has carried out feasibility study on complimentary social insurance system in Azerbaijan and hold several workshops in different regions of Azerbaijan to educate community members: “International experience on social insurance which offered by state has been studied and the center prepared policy recommendations to Government of Azerbaijan in order to improve system here. Some CESD recommendations have already been accepted by Ministry of Health and the center is cooperating with other ministries to improve system”.

CESD Chairman added that social insurance book has published within the CESD Insurance Program and 1000 copies of book distributed between different institutes in Azerbaijan. The center has also examined both health expenditures of state budget and financing of health system. Different methods including survey, desk research and etc. have applied within research. Our finding was that more than 70 per cent of health expenditures in Azerbaijan is under-table payments which are not registered. The CESD prepares policy recommendations to improve condition in health financing system.
