CESD Policy Recommendations Approved by the Government

 

 

Presidential decree on measures aimed to adjust checks in business sector and ensure protection of consumer rights was signed based on the CESD recommendations

Government of Azerbaijan accepted CESD policy recommendations on minimize illegal interference on business activities in Azerbaijan.  President Ilham Aliyev signed new on measures aimed to adjust checks in business sector and ensure protection of consumer rights. The decree was prepared based on the CESD policy recommendations submitted to the government in March, 2010.  The CESD recommendations have been published in all leading mass-media institutes last month and the center submitted them to the government as well.  According to new presidential decree, Cabinet of Ministries will develop new program to adjust checks in business sector and ensure protection of consumer rights.  The decree commissions the Cabinet Ministers to prepare and submit to the President for two-month period draft documents with single order of checks organized to protect consumer rights; form and order of single information register run by the Ministry of Justice and allowing to receive information about  regularity of checks in the area of business. Besides, the President introduced norm that each check in business sector can be carried out after its registration in the register. The new system aims to ensure regulation in compliance with modern standards of inspection conducted to protect consumer rights, prevent abuse of power and provide transparency in the course of checks and effective protection of consumer rights in accord with the results received during those checks. Vugar Bayramov, the chairman of CESD, mentioned that it is the second time only in 2010 that the CESD recommendations approved by the Government. Before that the CESD recommendations on agriculture sector accepted by the relevant ministries. Mr. Bayramov added that the center is going to present new policy recommendations on tax policy at the National Conference in Baku on April, 21, 2010.
